Clearwater is two pool markets wearing one name. Inland Clearwater, meaning Countryside, Del Oro Groves, Coachman Ridge, Northwood Estates, and the streets around Skycrest, is a renovation market. These neighborhoods were built out from the 1960s through the 1980s, and their pools are now the age where plaster fails, tile lines come loose, decks settle, and the original pump costs more to run every year. The shells are typically sound. What is worn out is everything attached to them, and that is a far smaller job than most owners assume.
The other Clearwater is coastal. Clearwater Beach, Island Estates, and Sand Key are barrier island and near-island properties where the constraints are salt, elevation, and access rather than age. Hardware corrodes faster two hundred feet from open water than it does two miles inland, so corrosion-resistant components stop being an upgrade and start being the only sensible specification.
